PROJECT TITLE: L3843-MON: Improving Access to Health Services for Disadvantaged Groups Investment Program: Tranche -1

A. BACKGROUND
- 1. The Government of Mongolia has approved an investment program financed by Asian Development Bank’s (ADB) multi-tranche financing facility (MFF) that reinforces past and ongoing health sector reforms in Mongolia by expanding and improving access to quality primary and secondary health services in disadvantaged areas of Ulaanbaatar ger areas, in Khovd and Uvs aimags and selected soums. It also aims to improve health financing systems and reduce out-of-pocket health care expenditure nationwide. About 60% of Ulaanbaatar’s population lives in Ger areas, with limited access to running water, sanitation and social services, including primary health care (PHC). District hospitals are unable to provide surgical and maternity services that meet National Health Service delivery standards, and are often poorly maintained, with outdated equipment and inadequate staffing. Access to health care is limited, especially for the poor. The quality of Ulaanbaatar’s emergency care services is weak due to poor equipment and deficient ambulance services. The quality of PHC in rural areas is low because of limited financing and inadequate maintenance. This investment program, therefore, aims to address these gaps in the health care sector with physical and non-physical support to improve primary and secondary health care service and strengthen the government’s health financing system and financial and procurement capacity.

The program has following four outputs: (i) urban and rural primary health care strengthened (ii) district and aimag hospital services improved (iii) health financing system strengthened and (iv) capacity in procurement and financial management of relevant health government agencies strengthened. The investment program will be implemented for 10 years period in 3 stages by contributing to national health sector reform policies, regulations and sector master plan (2019-2027) implementation. The executing agency of the project is the Ministry of Health and the key implementing agencies are the Ministry of Health (MOH), the Ulaanbaatar City Mayor’s Office (UCMO) through the Ulaanbaatar City Health Department (UCHD), and the Government Procurement Agency (GPA).
B. OBJECTIVE
3. The Ministry of Health is implementing “Improving Access to Health Services for Disadvantaged Groups Investment Program” (the Project) financed by ADB’s multi-tranche financing facility. In coordination with the key implementing agencies the Project Implementation Unit (PIU) is responsible for coordination of day-to-day implementation of activities, monitoring implementation and reporting of activities, management of procurement and program funds, and supervising contractors and their compliance, among other tasks. The Project is recruiting the Deputy Project Coordinator on full time basis, to ensure timely project outputs and an efficient coordination between the project stakeholders including MOH, UCMO, UCHD and other ADB projects.
The following Outputs are the responsibilities of the Deputy Project Coordinator:
Output 1: i) establish four FHCs in poorer ger areas of Ulaanbaatar using LCT (low carbon technology), and five SHCs ii) establishing a national emergency care center (NECC) backed by telemedicine and air services; iii) reform PHC financing, staffing, contracting and quality management at the Ulaanbaatar City Health Department (UCHD) and aimag departments; iv) implement models of integrated primary and secondary health care services; and v) implement PPP maintenance models.
Output 2: Expand the Khal Uul district hospital using LCT, improve the Khovd and Uvs aimag hospitals; strengthen hospital autonomy;
Output 3: Develop and design the legal framework and plan for strategic purchasing model to improve health financing efficiency and reduce out-of-pocket health expenses.
Output 4: Develop an institutional and capacity building program for MOH and the government procurement agency (GPA) on procurement, and financial risk management. In addition, the Deputy Project Coordinator will: i) Support and provide guidance to the Project manager ii) Oversee day-to-day implementation of project activities; iii) Ensure timely project outputs to achieve the project goal in consistence to the projects’ performance monitoring framework; iv) Coordinate and manage all procurement processes, including consultants, and equipment; and vi) Timely reporting to the donors and relevant government bodies on the project implementation status.
- C. TASKS:
The main duties of the Deputy Project Coordinator will include the following:
- Manage and provide guidance to the project team and the implementing agencies on a day to day basis, including the distribution of responsibility within the PIU;
- Facilitate and provide guidance to recruitment of consultants/ resource persons approved by MOH, MOF and ADB;
- Provide guidance and monitor all procurement of Goods and Works are executed as planned in accordance to the relevant government’s and ADB’s regulations;
- Establish strong working relationship with the MOF, MOH, UCMO and UCHD and other stakeholders, including the government, international partners, civil society organization involved in the health sector;
- Carry out effective monitoring of the implementation and ensure proper and timely reporting to MOH, MOF and ADB;
- Arrange and provide all necessary support during ADB missions;
- Arrange for annual audits of project activities;
- Facilitate and report to Project Steering Committees meetings with support from the Project Manager;
- Perform any other tasks deemed necessary to successful implementation of the Project.
- D. QUALIFICATION AND REQUIREMENTS:
The candidate is required to have at least master’s degree in medicine, public health or health management and administration. The Deputy Project Coordinator is required to have at least 10 years of experience in health sector management, policy development, implementation, and solid understanding of government policies and procedures within the health sector. Candidate must have at least 3 years of working experience with international donor funded projects. Experience of managing ADB funded projects and familiarity with ADB policies and procedures is an advantage. Fluency in written and oral English language is a must.
