PROJECT TITLE: Joint project implementation unit for Health Sector Development Project (HSDP)-4,5,6 Ministry of Health (MOH), Ulaanbaatar

A. BACKGROUND
1. Joint project implementation unit of the Asian Development Bank (ADB) supported Health Sector Development Project 4,5,6 established at the MOH is implementing “Fourth Health Sector Development Project” (FHSDP) (2011-2020) which is a continuation of previously ADB supported Projects to the Mongolian Health Sector focusing specifically on strengthening the hospital sector in Ulaanbaatar and improve drug safety nationwide to contribute to the improvement of the health status and quality of life of the population, and achieve long-term sustainable development in line with Government’s Health Sector Master Plan (2006–2015).
2. The ADB loan 45009-MON “The Fifth Health Sector Development Project” (FiHSDP) (2013-2021) will provide support to the Mongolian Health Sector focusing specifically on strengthening the blood safety nationwide and improving hospital waste and prevention of hospital acquired infection management which will contribute to quality of life of the population, and achieve long-term sustainable development. The additional financing from the ADB for the Fifth Health Sector has been approved by the Government of Mongolia in May 2019 to assist in prevention and treatment of COVID-19 outbreak.
In December 2019, the Government of Mongolia (GOM) has approved an investment program (HSDP-6) (2019-2024) financed by ADB multi-tranche financing facility that reinforces health sector reforms in Mongolia by expanding and improving access to quality primary and secondary health services in disadvantaged areas of Ulaanbaatar ger areas, Khovd, and Uvs aimags and selected soums.
3. Joint Project implementation unit is responsible for capacity building of project beneficiaries, sharing, documenting of project progress, success, and lessons for future references and ensuring adequate public access to project relevant information.
B. SCOPE OF WORK
4. The training and public relations, communication officer will be responsible for developing capacity building and training plan, communication content and ensure their successful implementation under the joint PIU. In addition, the Officer will develop, document, and disseminate educational information to public and targeted community with participation of EA, project beneficiaries and relevant stakeholders and will undertake the following tasks:
C. TASKS
- Plan and estimate budget required of all trainings and seminars organized under the PIU;
- Assist financial officers and project managers to finalize training and seminar agenda and budget estimation,
- Prepare training and event contracts and arrange required training facilities including equipment, venue and transportation,
- Facilitate consultation process with Project counterparts including MOH in planning and budgeting of training activities,
- Carry out documentation of all training process and be responsible for dissemination of training and event briefings to the Public.
- Prepare timely news briefing on project implementation progress for wider social network and other forms of mass media,
- Document training and event outputs using various tools, including photos, videos and various forms of presentations,
- Engage active communication with project stakeholders on promoting project aim, outcomes and its implementation process.
- Develop training and event reports in compliance to the project PPMS and gender plan. Reports to PIU coordinator.
- Keep photo and video archives and update;
- Update Project website on regular basis www.hsdp.org;
- Assist the PIU with any other tasks if required.
D. QUALIFICATION AND REQUIREMENTS
1. Main requirements:
- Educational background in public health, medicine or journalism;
- At least 3 years of experience in information, education and communication area;
- Proficiency in written and oral English;
- Prior experience with international agencies and donor financed programs;
- Prior experience in health or hospital sector is desirable;
2. Additional requirements:
- Ability/willingness to travel in countryside.
- Good organizational and communication skills.
- Ability to work in diverse team;
E. Application submission procedure:
- 2 copies of CVs both in Mongolian and English;
- 2 copies of Reference letters from previous employers on performance of similar assignments or works;
- 2 copies of diploma or relevant training certifications;
