Since the beginning of the 1990s, South Korea has positioned itself as one of the main Asian allies of the Central Asian states. Today, it is the fourth largest commercial partner of Uzbekistan, with US$ 904 million in exchanges in 2008, and the ninth-largest of Kazakhstan, with US$ 864 million worth of exchanges. Often presented as one of the rising regional powers in Central Asia, Seoul continues to invest in strategic fields such as uranium and to aid the opening up of the region in terms of transport.

Officials in the southern Chinese province of Hunan have confirmed they are testing a brand of up-market cooking oil following concerns that it contains high levels of carcinogenic compounds. The confirmation came Tuesday following media reports of “secret recalls” of Jinhao Camellia Oil that sparked outrage among Chinese netizens.

The director of the Hunan Provincial Government Health Department, who gave his surname as Kang, said, “This matter is being dealt with by the Provincial Quality Inspection Bureau.” An official who answered the phone at the Hunan Provincial Quality Inspection Bureau confirmed there had been complaints about the Jinhao Camellia Oil. “There have been reports,” the official said. “Of course we will be dealing with the matter according to the reports.” Local health authorities confirmed the secret recalls Aug. 31 following an expose in the magazine Century Weekly.

The world’s least populated country and one of the youngest democracies is experiencing a mining boom and is looking to Canada for leadership. And a New Brunswick company is at the centre of the development. Moncton-based Major Drilling Group International Inc. (TSX:MDI) has been at the forefront as Mongolia heads toward becoming a big league player in the international mining industry.

The Central Asian country has thrown open the doors to Canadian investment in the hopes partnerships will help create a thriving economy and a stable government. Francis McGuire, president of Major Drilling, said the country sits on a huge supply of untapped natural resources. The company was one of the first North American companies to set up shop in the country and he said good geological surveys, done by the Soviets when they ruled the region, made it attractive for development.

Korea will hold its first major business consultation event in Mongolia next week to help Korean investors find local partners for new business opportunities there, a local trade agency said yesterday. The South Korea-Mongolia Economic Cooperation Partnering event will be held in Ulan Bator on Monday and will involve 15 officials from 13 South Korean firms and some 100 local business representatives, according to the Korea Trade-Investment Promotion Agency.

China and Taiwan signed a de facto free trade agreement, known as the Economic Cooperation Framework Accord (ECFA) this week. The two overcame political and ideological differences in order to achieve mutual economic prosperity. Now is the time to ponder the creation of a free trade area and ultimately a single market in Northeast Asia.

The ECFA could be and should be a baby step toward an FTA encompassing Northeast Asia. Korea, Japan and China could expand trade and stimulate economic vitality through FTAs with each other. This would create an FTA area in the world’s most dynamic region. It would ultimately lead to an EU-style Northeast Asian Community.

Russia, Taiwan and even Mongolia could be invited to participate. China should declare that it will not oppose Taiwan’s signing of FTAs with Korea, Japan and other countries, at least on a nongovernmental basis. It may be premature and untimely for North Korea to join in the process.

“Интер РАО” может начать с китайской Shenhua совместный проект по переработке угля в синтетическое моторное топливо. Ранее такие проекты из-за дороговизны производства реализовывались только в странах, испытывавших проблемы с поставками нефти,— в Германии во время Второй мировой войны и в ЮАР при апартеиде. Но резкий рост нефтяных цен в 2000-х годах сделал переработку угля в жидкое топливо рентабельным бизнесом. В Китае Shenhua уже успела построить первую линию по производству “угольных нефтепродуктов”.

A Chinese-language report on the Minjian International mailing list says, without indication of source, that a fistfight at the construction site of an unidentified Chinese aid project is being investigated by a government-level committee. The report is entitled 蒙古国中方援建工地发生冲突，民族极端势力介入 (Nationalist extremist forces inolved in conflict at Chinese aid construction site in Mongolia).

The report, without byline or dateline, says that “a conflict occurred because of language communication difficulties” at the unnamed site after Chinese workers went in to repair a burst drinking water pipe. Both Chinese and Mongolians were injured. When Mongolian police, without showing identification or attempting to communicate, detained two Chinese workers on 21 August, their car was surrounded and attacked by 120 Chinese. Two policemen were hurt. Because this was a government-aid project, Chinese embassy officials arrived at the site to mediate and agreed (with whom?) that “the two governments will consult and resolve the matter.”

Prophecy Resource Corp. has arranged a secured debt facility of up to $10 million with Waterton Global Value, L.P. Subject to certain drawdown conditions, the loan may be drawn down in three tranches as follows: (a) $2 million on the closing date, which occurred as at September 1, (b) $3 million on the date Prophecy completes the acquisition of Northern Platinum Ltd. (see Prophecy news release dated July 16, 2010) and (c) $5 million at such time as Prophecy completes an off-take agreement for the Ulaan Ovoo property.

John Lee CEO and Co-Chairman of Prophecy, stated today that: “We are pleased to have Waterton as a new stakeholder in Prophecy. The proceeds will fully fund Ulaan Ovoo’s 2010 capital expenditure to production, which includes continuing road improvement, infrastructure upgrade at the mine site and at the rail station, fleet purchase, and personnel recruits. We now also have a marketing budget to increase investor and community awareness throughout Mongolia, Asia and North America.”

Anglo American Plc, the third- largest producer of steelmaking coal, is seeking an acquisition that may more than double existing output to meet rising Chinese and Indian demand.

Anglo is looking for assets with potential annual output of as much as 20 million metric tons in Russia, Mongolia, Indonesia and Mozambique, said Seamus French, head of the London-based company’s coking coal business. Anglo’s production of the commodity from its Australian mines was 12.6 million tons last year, according to the its website.

“I’d like to be in the latter half of next year, by end 2011, be firmly zeroed in on a target,” French said in a phone interview from Brisbane. “We can double production from our own pipeline by 2020 but we want to do more than that.”

Mention Mongolia, and most people will conjure images of horse-mounted hordes rushing across the Asian steppes, building the largest land empire the world has ever seen. While Mongolians are understandably proud of their heritage, which has included ruling three present-day BRICs (China, India, Russia), much of the Middle East and parts of Eastern Europe, the Mongolia of today is a much smaller affair, consisting of just over three million people—approximately the population of Jamaica—scattered across an area roughly the size of Iran.

Although there are a some attractive features to Mongolia as a frontier market, investors need to be very aware that this is ultimately a very small country with a difficult-to-convert currency, scarce economic data, no direct access to the sea, a very small public stock market, and potentially serious liquidity constraints. Foreign direct investment, particularly in the mining sector, does make sense for multinationals, and investing in companies pursuing ventures in Mongolia may make sense for the portfolio investor. Tourism is another sector that shows promise, as there are still large wilderness areas and a Buddhist cultural history that is peaceful and attractive to those seeking a break from a hectic modern life.

В Китае полиция открыла огонь по демонстрантам, по меньшей мере 4 человека погибли, 30 получили ранения, передает Associated Press со ссылкой на местные СМИ. Как сообщается, инцидент произошел 17 августа 2010г. в провинции Сычуань. Группа жителей Тибета, состоящая приблизительно из 100 человек, выступала против расширения золотого рудника. По их словам, оно наносит большой вред окружающей среде, поскольку тяжелое оборудование, используемое для добычи полезных ископаемых, повредило сельскохозяйственные угодья.

Five of eleven ethnic Mongolians along with one Chinese were arrested on August 12, 2010, in Beijing while they were protesting against the Chinese authorities’ discriminatory policy towards ethnic Mongolians in employment. After separate interrogations in Beijing, they were transferred back to their home place, Darhan Muumingan Holboot Banner (Da Mao Qi in Chinese, Banner is equivalent to county) of Bogot Municipality (Bao Tou Shi in Chinese), Inner Mongolia Autonomous Region (IMAR), for detention.

Currently the six are still being held at the Gu Cheng Wan Detention Center of Bogot Municipality. No legal procedure has yet been filed. On August 28, two of the other protesters who escaped police arrest in Beijing were arrested by the local police upon their arrival in Darhan Muumingan Holboot Banner and have been detained in the same detention center. The whereabouts of the remaining four Mongolian protesters are still unclear.
